Visitor spaces for houses: In all housing schemes developers will be expected to provide additional space for visitor parking at a ratio of 1 space per 5 dwellings. The Council welcomes innovative solutions from developers, which could be designed as bespoke off street spaces or even provided on street by widening the street to allow for parking or parking bays.

Visitor spaces for apartments: The parking ratio for the apartments includes a factor for visitors when provided in an unallocated parking design. Should developers wish to allocate parking within apartment schemes then additional parking for visitors must be provided. The developer should contact the Council to discuss the additional amount of visitor parking required. Reduced standards for apartments in constrained parking areas when there is already on street waiting restrictions/prohibitions, such as in a town centre may be acceptable.

Garages

For garages to be considered as practical parking spaces they should be a minimum of 3m x 6m internally. Higher parking standards may be required in critical locations, such as at turning areas, visibility splays, junctions, forward visibility splays or at any other point where it is considered the design will result in a potential safety issue. The Council reserves the right to condition garages for the use of parking only when it considers it is necessary.

Medical Facilities (non-residential (Class E(e))

For Hospitals: Space shall be reserved for ambulances adjacent to main entrance. Space shall be allocated for large delivery or refuse lorries which shall be accessed in a manner which avoids conflict with access ways required by ambulance. For Surgeries and Clinics: space for one pick-up and drop off point.

Adequate space should be allocated for coaches which may be used either to bring children to school or for school trips. For large schools, an on-site traffic flow system should be provided to accommodate a larger number of vehicles.

Primary Schools (Class F1(a) Nurseries (Class E(f))

Pick up and drop off areas for parents’ vehicles should be provided in a safe place that will not have a detrimental impact on the highway or highway safety.

Secondary Schools (Class F1(a))

Where on-site provision cannot be made, it must be clearly shown that on-street parking of coaches will not detrimentally affect the free flow of traffic on the highway.

Further Education (Class F1(a))

For special schools, space shall be allocated for minibuses/ambulances adjacent to the entrance of the school building.

Places of Worship (Class

F1(f))

Adequate spaces for wedding and funeral vehicles either within the site or on-street.

Museums (Class F1(c)), galleries (Class F1(b)) and libraries (Class F1(d))
