Foreword

Dudley has a proud history of industrial innovation and production and is renowned for its rich heritage and valuable environmental assets. It is a borough where people of all ages are proud to live, work, and visit—and where many aspire to remain. Dudley continues to play a vital role as a major centre for manufacturing within the West Midlands and the Black Country. It benefits from a strong strategic location, supported by excellent transport links, and a shared ambition to deliver high-quality outcomes for local communities and businesses, while safeguarding its cherished landscapes, historic character, and natural habitats.

The Council is required by Government to prepare a Local Plan that meets the Borough’s future needs. Having a clear and up-t[o-date plan in place is essential to ensure that the right homes, jobs, and services are delivered for local people.

The Dudley Local Plan is an important document that helps shape how the Borough grows and develops. It ensures that new development is planned and managed in a clear and coordinated way, reflecting local priorities and benefiting residents. The Plan identifies where development could take place and sets out the policies that will guide how these sites are brought forward.

It will play a central role in helping Dudley respond to climate change, improve quality of life, provide the right infrastructure, support regeneration, and build a strong and inclusive local economy. By planning positively for the future, we can ensure that growth is sustainable, achievable, and delivers lasting benefits for the Borough and its communities.

The Council would like to thank everyone who has contributed to the preparation of this vital document for Dudley, including residents, businesses, and organisations who provided comments and representations during public consultations and the Examination in Public.
