Sport England objects to the drafting of part 2 of the associated Infrastructure Delivery Plan (IDP) which could be addressed by adding appropriate reference(s) to address the needs for sport in line with proposed policy DLP38.

At Regulation 18 stage, Sport England made the following representations:
“Sport England supports part 4 of the policy which promotes provision for wider community use of sports and other facilities where appropriate as such facilities play an important role in meeting demand within the local community for sport and physical activity. Sport England would advocate that some text is added to paragraph 8.47 to set out that where appropriate community use agreements will be sought to secure such community usage.”
Sport England is pleased to see the amendment made to para 8.48 of the justification to address this point.

There is an inaccurate reference to Sport England guidance that is referred to as Sport England policy. This should be addressed as follows:
11.71g – Encouraging implementation of the Sport England Active Design Guidance.
Sport England is pleased to note that the other amendments previously recommended have been included, including the amendment to paragraph 11.72 making the roles of policies DLP37 and DLP 38 clearer.

Sport England is pleased to see the amendment made to include part 5 of the policy to address the representation made previously.
There is still a lack of clarity in respect of the scale of development for which part 3 of the policy is to be applied. The Council’s states that contributions will be sought when financially viable to do so, in line with the most up to date evidence, however we still consider that the Council should be clearer as to the scale of development for which the policy applies eg. for major developments above X units.
