Although HBF is fully supportive of the need for accessible environments, Criteria 2 of the policy seems to be seeking to give Local Plan policy status to an SPD which is not appropriate and contrary to national guidance. Planning policy must be made through the Local Plan process and be subject to the requirements for public consultation and independent scrutiny through the Examination process.
