We welcome Dudley’s recognition that the transport impacts of development across Dudley are often cross boundary in nature; and that many of the interventions required to mitigate that impact are likewise cross boundary or sub-regional/regional in context.
There are longstanding arrangements for cooperation across the four Black Country authorities in establishing transport strategy, and Sandwell Council looks forward to continuing to work with Dudley and the other Black Country councils to bring forward transport improvements to aid in delivering that strategy.

It is positive to see Active Travel England (ATE) referenced in the document. ATE is now well- established as a Statutory Consultee on planning applications and has published a range of tools, including for new developments. The Plan should refer to the requirements of ATE for providing or contributing to walking and cycling infrastructure.

Generally, the plan refers positively to modal shift in several places which is welcomed. This would be strengthened and clarified if the plan also stated a clear objective of reducing motor vehicle traffic on the network, as this will then directly support the wider aims of the plan such as decarbonisation and reducing road casualties. We welcome the focus on Active Travel priorities as set out in Policy DL67. With regards to point 3, we would feel that the developments responsibility falls beyond the red line, with a focus on delivering high quality walking and cycling routes connecting the development to offsite destinations such as local facilities, education, and employment. This would provide a dense network of active travel infrastructure alongside that being delivered as part of the LCWIP

This Plan identifies a network of travel routes, focusing on existing and proposed routes for active travel, and how this connects with the Metro route. It is queried why an emerging active travel route is identified across the land at Corbett Hospital, when it the land is currently in private ownership, with no public access, particularly whilst the land remains in agricultural use. This anomaly is circled in red in the extract provided overleaf.

However, through these representations it has been demonstrated that there is the potential for the site to be opened up through development proposals, which alongside a sensitive form of residential development, there would be the potential to deliver a new public open space and connect the site into surrounding existing public footpaths connecting to existing routes to the north and south in particular.
